
Schedule of Rules & Regulations
1. Application for Service: Each prospective Member desiring electric service may be required to sign Northcentral’s standard from of application for service or contract before service is supplied.
2. Deposit:
- Deposit polices are to be applied without regard to race, color, creed, sex, age, national origin, or marital status.
- A deposit of suitable guarantee approximately equal to twice the average monthly bill may be required of any Member before electric service is supplied. Upon termination of service, deposit plus any applicable interest may be applied by Northcentral against unpaid bills of Member, and if any balance remains after such application is made, said balance shall be refunded to Member.
- All deposits greater than one month’s average bill and retained longer than twelve (12) months (after the deposit is paid in full) shall accrue interest and shall be applied to Member’s account in January of each year.
- Deposit is not to be confused with the standard membership fee in regards to Section “C”.

3. Point of Delivery: The point of delivery is the point, as designated by Northcentral, on Member’s premises where current is to be delivered to the building or premises. All wiring and equipment beyond this point of delivery shall be provided and maintained by Member at no expense to Northcentral.
4. Member’s Wiring Standards: All wiring of Member must conform to Northcentral’s requirements and accepted modern standards, as exemplified by the requirements of the National Electrical Safety Code and the National Electric Code.
5. Inspections: Northcentral shall have the right, but shall not be obligated, to inspect any installation before electricity is introduced or at any other time, and reserves the right to reject any wiring or appliances not in accordance with Northcentral standards; but such inspection or failure to inspect or reject shall not render Northcentral liable or responsible for any loss or damage resulting from defects in the installation, wiring, or appliances, or from violation of Northcentral’s rules, or from accidents which may occur upon Member’s premises.
6. Underground Service Lines: Members desiring underground service lines from Northcentral’s overhead system must bear the excess cost incident thereto. Specifications and terms for such construction will be furnished by Northcentral on request.
7. Member’s Responsibility for Distributor’s Property: All meters, service connections, and all other equipment furnished by Northcentral shall be, and remain, the property of Northcentral. Member shall provide a space for and exercise proper care to protect the property of the Northcentral on its premises, and, in the event of loss or damage to Northcentral’s property arising from neglect of Member to care for same, the cost of the necessary repairs or replacements shall be paid by the Member.
8. Right of Access: Northcentral’s identified employees or contractors shall have access to Member’s premises at all reasonable times for the purposes of reading meter, testing, repairing, removing, or exchanging any or all equipment belonging to Northcentral, including cutting and/or spraying of right of way.
9. Billing: Bills will be rendered monthly, failure to receive a bill will not release member from their payment obligation. The past due date for payment of bills rendered to all members will be 15 days and payment must be received by or on the 15th day. Northcentral has established a late payment charge for all members of no more than 5 percent for any portion of bill paid after the net payment period. Should the due date of the bill fall on a Saturday, Sunday or Holiday, the business day next following the due date will be held as a day of grace for delivery of payment.
Member may elect to participate in Northcentral’s Prepay Billing Program where the member agrees to take responsibility of their electric account and monitors their usage and payments.
10. Discontinuance of Service by Northcentral: Northcentral may refuse to connect or may discontinue service for the violation of any of its Rules and Regulations, or for violation of any of the provisions of the Schedule of Rates and Charges, or of the application of member or contract with member. Northcentral may discontinue service to member for the theft of current or the appearance of current theft devices on the premises of member. The discontinuance of service by Northcentral for any case as stated in this rule does not release member from their obligation to Northcentral for the payment of minimum bills as specified in application of member or contract with member.
- Northcentral will not terminate electric service for non-payment of a bill except after affording the affected Member due process. Reasonable prior written notice (including notice of available rights and remedies) shall be given before termination of electric service for non-payment.
- Northcentral may during extreme weather or medical hardship postpone the termination of electric service for non-payment. This temporary time does not in any case release the member from their payment obligation.

11. Reconnection Charge: Whenever service has been discontinued by Northcentral, as provided above, or a trip is made for the purpose of discontinuing service, a charge may be collected by Northcentral before service is restored.
12. Termination of Contract by Member: Members who have fulfilled their contract terms and wish to discontinue services must give at least three (3) days’ written notice to that effect, unless contract specifies otherwise. Notice to discontinue service prior to expiration of contract terms will not relieve Member from any minimum or guaranteed payment under any contract rate.
13. Service Charges for Temporary Service: Members requiring electric service on a temporary basis may be required by Northcentral to pay all costs for connection and disconnection incidental to the supplying and removing of service. This rule applies to circuses, carnivals, fairs, temporary construction, and the like.
14. Interruption of Service: Northcentral will use reasonable diligence in supplying current, but shall not be liable for breach of contract in the event of, or for loss, injury or damage to persons or property resulting from, interruptions in service, excessive or inadequate voltage, single-phasing, or otherwise unsatisfactory service, whether or not caused by negligence.
15. Voltage Fluctuations Caused by Member: Electric service must not be used in such a manner as to cause unusual fluctuations or disturbances to Northcentral’s system. Northcentral may require the Member, at the Member’s own expense, to install suitable apparatus which will reasonably limit such fluctuations. The starting current on motors above 25 horsepower must not exceed 2 ½ times the full load running current.
16. Additional Load: The service connection, transformers, meters, and equipment supplied by Northcentral for each Member have definite capacity, and no addition to the equipment or load connected thereto will be allowed except by consent of Northcentral. Failure to give notice of additions or changes in load, and to obtain Northcentral’s consent for same, shall render Member liable for any damage to any of Northcentral’s lines and/or equipment caused by additional or changed installation.
17. Standby and Resale Service: All purchased electric service (other than emergency or standby services) used on the premises of Member shall be supplied exclusively by Northcentral, and the Member shall not, directly or indirectly, sell, sublet, assign, or otherwise dispose of the electric service or any part thereof.
18. Notice of Trouble: The member shall notify Northcentral immediately should the service be unsatisfactory for any reason, or should there be any defects, trouble or accident affecting the supply of electricity. Such notice, if verbal, should be confirmed in writing.
19. Non-Standard Service: Member shall pay the cost of any special installation necessary to meet Member’s peculiar requirement for service at other than standard voltage, or for the supply of closer voltage regulation than required by standard practice.
20. Meter Tests: Northcentral will, at its own expense, make periodic tests and inspections of it’s meters in order to maintain a high standard of accuracy. Northcentral will make additional test or inspections of its meters at the request of Member. If test made at Member’s request show that the meter is accurate within two percent (2%), slow or fast, no adjustment will be made to Member’s bill, and the testing charge will be paid by the Member. In the case the test shows meter to be in excess of two percent (2%) fast or slow, an adjustment shall be made to the Member’s bill over a period of not more than thirty (30) days prior to date of such test, and cost of making test shall be borne by Northcentral.

21. Relocation of Outdoor Lighting Facilities: Northcentral shall, at the request of Member, relocate or change existing Northcentral-owned equipment. Member shall reimburse Northcentral for such charges at actual cost including appropriate overheads.
22. Billing Adjusted to Standard Periods: The demand charges and the blocks in the energy charges set forth in the rate schedules are based on billing periods of approximately one month. In the case of first billing of new accounts (temporary service, cotton gins, and other seasonal Members excepted) and final billings of all accounts (temporary service excepted) where the period covered by the billing involved fractions of a month, the demand charges and blocks of the energy charge will be adjusted to a basis proportionate with the period of time during which service is extended.
23. Scope: This Schedule of Rules and Regulations is part of all contracts for receiving electric service from Northcentral, and applied to all service received from Northcentral, whether the service is based upon contract, agreement, signed application, or otherwise. A copy of schedule, together with a copy of Northcentral’s schedule of Rates and Charges, shall be kept open to inspection at the office of Northcentral.
24. Revisions: These Rules and Regulations may be revised, amended, supplemented, or otherwise changed from time to time, without notice. Such changes, when effective, shall have the same force as the present Rules and Regulations.
25. Conflict: In case of conflict between any provision of any rate schedule and the Schedule of Rules and Regulations, the rate schedule shall apply.
26. Shortage of Electricity: In the event of an emergency or other condition causing a shortage in the amount of electricity for Northcentral to meet the demand of its system, Northcentral may, by an allocation method deemed equitable by Northcentral, fix the amount of electricity to be made available for use by Member and/or may otherwise restrict the time during which Member may make use of electricity and the uses which Member may make electricity. If such action becomes necessary, Member may request (if practical by Northcentral) a variance because of unusual circumstances including matters adversely affecting the public health, safety and welfare. If Member fails to comply with such allocation or restriction, Northcentral may take such remedial actions as it deems appropriate under the circumstances including temporarily disconnecting electric service and charging additional amounts because of the excess use of electricity. The provisions of the Section entitled
“Interruption of Service” of this Schedule of Rules and Regulations are applicable to any such allocation or restriction.
27. Tampering or Unlawfully Obtaining Electricity: Each Member found tampering with their electric meter or service so as to unlawfully obtain or otherwise affect their monthly usage shall be punished according to section 97-25-3, Mississippi Code of 1972, and shall pay to the Northcentral the cost of the estimated amount of electricity they have illegally obtained and damages to Northcentral’s property.

28. Information to Member:
- Northcentral will reasonably inform Member about rates and service practice by making such information available upon application for service and at any other time upon request.
- Northcentral, on request, will provide a statement of the monthly consumption for the prior 12 months if it is reasonably ascertainable.
- Northcentral, as it determines appropriate, will utilize channels such as mail, newsletters, newspapers, radio, television, web site and social media to inform Members about rates, rate actions initiated by the Northcentral and service policies.
29. Northcentral Rates & Service Practices: In the case of billing disputes or other service issues, the member is expected to resolve the dispute by notifying and working with Northcentral. If the dispute is not resolved, Northcentral will provide the member with information regarding TVA’s Complaint Resolution Process.
